A valid expat-scheme decision can make a non-EU or non-EFTA driving licence eligible for exchange even when its issuing country is not on the ordinary exchange list.
The exchange still has conditions
The RDW checks the licence and residence history. A CBR health declaration is required for a non-EU or non-EFTA licence, and the application goes through the municipality. Read the current checklist before surrendering the original licence.
